Lieutenant-Colonel Newton was born in Toronto in 1960.  She graduated Ecole Secondaire Etienne Brule in 1978, and went on to complete her degree in Business Management at Ryerson University.  Born to Quebec parents, she is fully bilingual.  For twenty-six years, Lieutenant-Colonel Newton has been a member of the Toronto Police Service currently holding the rank of Sergeant. within Corporate Planning.
 
In 1977, Lieutenant Colonel Newton began her military career as an administrative clerk with the 48 Highlanders of Canada.  Three years later, she transferred to the Royal Regiment of Canada.  During the twelve years she spent with this guard unit, she rose to the rank of Warrant Officer qualifying as a Master Warrant Officer.
 
In 1992, Lieutenant-Colonel Newton commissioned to the rank of Lieutenant with the Toronto Scottish Regiment as a logistics officer.  Over the five years she spent with the unit, she held the positions of Quartermaster and Officer Commanding Administration Coy.  Two significant events highlighted her time with this proud unit.  In order to further her career, Lieutenant-Colonel Newton, then a Captain, transferred to 25 Service Battalion in 1997.  She held the positions of 2ic for the Administrative Coy, platoon commander for the Supply and Transport platoon, and for three years, held the position of Officer Commanding Castle Company, an organization comprising supply technicians, cooks and military police.  She was promoted to the rank of Major in 2001.  In 2003, Lieutenant-Colonel Newton transferred to 23 (Hamilton) Service Battalion.  During her first year there, she was the Officer Commanding the Supply and Transport Company, and prior to her promotion to Lieutenant Colonel, she held the position of Deputy Commanding Officer.  From January 2005 until April 2008, Lieutenant Colonel Newton commanded 23 (Hamilton) Service Battalion.
 
As an officer, Lieutenant-Colonel Newton has participated in most major exercises, holding various positions such as Officer Commanding Administration Company for 32 Light Infantry Battalion; Officer Commanding Supply and Transport Company for 3 Close Support Battalion; Senior Logistics Operations Officer for EXERCISE BOLD VENTURE in Fort Knox, Kentucky; and, Officer Commanding the Forward Logistics Group for 32 Brigade. 
 
From June 2008 until January 2009, Lieutenant Colonel Newton undertook an overseas tour as part of Operation Athena where she worked for the International Security Assistance Force Headquarters in Kabul, Afghanistan.  For  the first 3.5 months, she worked in the Combined Joint Operations Centre (CJOC) as both the Chief Operations (night) and the Watchkeeper Coordinator for the National Police Coordination Centre and National Military Coordination Centres.  During the last three months of her tour, she was the Chief Projects officer working in the CJ4 Branch.
 
In order to further her educational endeavors, Lieutenant-Colonel Newton is currently enrolled in the Master of Arts-Security and Defence Management and Policy program at the Royal Military College in Kingston.
 
Lieutenant Colonel Newton has been a member of the Toronto Police Service since October 1982.  She has worked in a number of divisions and units as a patrol officer, educator, use of force trainer, unit complaint coordinator, auditor and analyst.  She is a sergeant currently working in Corporate Planning at Headquarters.
 
Lieutenant Colonel Newton has been a member of the International Association of Women Police for 21 years and a member of the Ontario Women in Law Enforcement since its inception, some 11 years ago.
 
She has a 19 year old son, Sean, who she is very proud of.
