Sgt. Debb Bodkin, Waterloo Regional Police

Law Enforcement Professional of the Year

This remarkable officer has approx. 20 yrs experience with her Service. She has spent time in patrol, as well as the criminal investigation and drug units. She was promoted to Sergeant in 1999 and became her Service's first female homicide detective.

The following year, in 2000, she volunteered for a one-month mission with NATO, to Bosnia. Upon her return, she resumed her duties with Homicide and successfully investigated eight homicides before transferring back to Patrol.

She then transferred to Intelligence, where she was once again, a pioneer by becoming the first female Intelligence Investigator. To this date, she remains in this role where she has considerable responsibilities: co-ordinating Service officers to the Provincial Weapons Enforcement Team, Provincial Auto Theft Team, the Service's handling of Informants, security for VIP's, Witness Protection and Relocation, as well as the Provincial Electronic Surveillance Deployment Program.

She is also an instructor with Criminal Intelligence Service of Ontario where she mentors officers in the Introduction to Undercover Techniques, Advanced Undercover Techniques and the Human Source Development courses.

It's not hard to understand why this investigative experience once again, drew the attention of the United Nations. She used her annual leave in July 2004 to volunteer for the US State Department, Atrocities Documentation Team. She traveled to Chad, in Africa, where she interviewed over 110 Sudanese refugees. Later in the same year, this officer took a two-month leave of absence and was contracted by the UN as an investigator for the Commission of Inquiry for Sudan. Her UN experiences have made her a highly sought after lecturer.

She has extensive undercover operator experiences and these have been instrumental as lead U/C officer in solving a difficult homicide, one that likely would have remained unsolved without her exceptional efforts. She is in demand for these skills by many other police agencies. Of course, she has excelled at complex drug investigations involving organized crime.

She is a key member in the Intelligence Unit Management Team for her Service.

There is much more to describe our winner, but I think you have some understanding now, of the breadth and depth of her being.
